Singapore and Paraguay Sign Landmark Agreement on Article 6 Carbon Credits

Today marked a significant milestone in international climate cooperation, as Singapore and Paraguay signed a groundbreaking Implementation Agreement on carbon credits under Article 6 of the Paris Agreement.
The agreement signifies a major advancement in bilateral climate action and paves the way for structured collaboration between the two nations on nature-based carbon solutions.
The signing took place in Singapore during the first-ever official visit by the President of Paraguay, H.E. Santiago Peña, and was formalized by Singapore’s Minister for Sustainability and the Environment and Minister-in-Charge of Trade Relations, Ms. Grace Fu, and Paraguay’s Minister of Environment and Sustainable Development, Mr. Rolando de Barros Barreto.

This landmark agreement is not only a proud moment for both countries, but also a pivotal development for our award winning SilviPar impact forestry project — the largest and most diverse institutional pool of capital ever assembled for Paraguay, focused on sustainable timberland development and carbon credits.
Following the official signing, the Latin American Chamber of Commerce, Singapore, hosted a dedicated event where SilviPar and Astarte announced plans to expand their investment in Paraguay with an additional commitment of over USD 200 million. This new investment programme reinforces our long-term dedication to sustainable forestry and climate-positive solutions in the region.
This moment marks an exciting step forward for Paraguay, Singapore, and the broader global carbon markets, and underscores our belief in the critical role that well-governed, nature-based solutions play in delivering long-term environmental and economic value.
